Robert W. O’Donnell

Bob O’Donnell has been a practicing attorney for forty years and has a broad background of legal experience. He started his practice as a general practitioner and subsequently joined the firm of Saul, Ewing, Remick and Saul specializing in public finance. Since 1997 his area of specialization has been charter school law and he has represented over 100 charter schools in all stages of development from application through appeal, operation and renewal and has a wide range of expertise on matters concerning nearly every facet of charter school law and related business transactions. Mr. O’Donnell has litigated on behalf of charter schools in U.S. District Court and at all levels of the state judiciary. He was also a member of the Pennsylvania House of Representatives and served in leadership roles including Speaker of the House. While in the legislature, Mr. O’Donnell introduced Pennsylvania’s  first charter school bill.
